The Bears forced the NFL to create the "Mark Carrier Rule" back in 1990, when they illegally (and unethically) signed Mark Carrier to a contract before the draft and causing an uproar. Rules were quickly put into to place to not allow such tactics, with the irony being that in the Bears' constant effort to "control costs", they were unwittingly turning the NFL draft into another glorified free agent market.
