I know how comp picks work. If the 49ers take the tag off Gould he becomes a UFA we sign him before the draft for a contract near the tag we lose the 4th round comp for Amos. But thanks for being a dickhead.

I'm going to go ahead and assume that Gould wouldn't sign and report until the deadline which is past the draft...when losing a comp pick isn't in play. Isn't the entire point of playing chicken with the franchise tag letting it drag past the NFL draft?

This is pretty normal for franchise tagged players. Many do not sign and then show up for camp.
