Well the idea is to minimize the impact that any penalty has on a game outcome, but if you are intentionally fouling someone I wouldn't have anything against an initial warning and then toss them out.
Players don't want to get ejected, so put it on the table for intentionally fouling receivers down the field. Hell that should be for any intentional foul anyway, dirty players are bad for the game.

I don't know how it would specifically, but I do know that ever since CCS went to full-time mods, the quality of modding has improved.
