Well, specific occurrences aside, if the job of the umpires in the MLB is to be "seen and not heard" while calling the game in accordance with the MLB rulebook, then the current batch of umpires is doing a shitty job, and the MLB isn't doing enough to make sure they fall in line with what they want out of their umpires. If, however, the controversy sparked by outlandish calls, temper tantrums and the like is somehow viewed as a "plus" by the MLB in terms of sparking interest in the sport, then fine.
But the stance the MLB has taken on this is that they don't want umpires to have personalities and publicists, they just want them to call the game the way it should be (hence the institution of QuesTec, performance reviews and instant replay). In that case, there should be no tolerance for the kind of behavior exhibited by West and other umpires. None.
If the MLB is serious about their stance on umpiring, then the only real course of action is to bust open the union and seize control of the hiring, firing and discipline of the umpires.
