Only if they are puting him on the 60 day DL. 15 day DL doesn't open a spot on the 40 man roster. Cubs already were going to have to create a spot for Soler. I doubt Vitters gets the call, but him being on the 40 man already is a point for him.

They would need to bring up two guys then. They will cut Koyie Hill when Soto is ready to come back. So that could be the 40 man roster spot, but that was going to be taken by Soler. I would have to look to see what other options for cutting they could do to bring Valbuena up.
