there's a little more info, from that I (not being an expert) project him as a relieverBaseball America describes Done as "6-foot-3, 190 pounds with a solid delivery for his age and a fastball that has reached 91 mph. He has flashed a sharp 74-78 mph curveball that's ahead of his changeup right now."
like i said I'm no expert, just my opinion, I got reliever because he doesn't throw very hard for his big frame (though he still has time to grow into it), and has a very good curveball, to be a starter IMO you need to have a change-up (which he has time to work on); to your point it's kinda hard to project anyone at 16
Projecting a 16 year old is next to impossible. He could never make it out of the DSL or he could develop into a front of the rotation starter and anything in between. Ultimately you guys should be happy at the turnaround though in Latin America because it was a joke just a couple of years ago.
