Is Raciel Iglesias Available?

Is Raciel Iglesias, a top Cuban relief pitcher, available? He fleed the country in November of 2013 and haven't heard anything if he signed with someone or not. He could become a star in the bullpen which the Cubs desperately need. Thoughts? Opinions?

I don't know anything about him but he's not on a major league team near as fangraphs has to say. My guess is he has to wait x amount of time after defecting before he can be signed. Seem to recall Soler signing around the july time. I also don't know if he counts against IFA. If he does the cubs are already way over their slot amount which means its unlikely.
