The McStupids sell the team
The new owners build their own stadium
The new owners higher a GM that actually knows what a real HC is and has decent scouts On his staff.
The new HC hires competent coaches they are nfl caliber. Understand talent. Can build through the draft instead investing the entire salary cep into FA players that are done.
The new GM dumps as many of the current players on this roster in order to build a new attitude.
Until those things happen this team will continue to challenge for the bottom of the nfl.
