You obviously haven't paid much attention to Dirk over the last few years.

Bulls don't really need him as we already got an aging PF in Gasol and are also trying to develop guys like Mirotic who many say is the next Dirk.

Also Dirk is Mr. Maverick in Dallas. I think he will stay there till he retires

I don't think that we are only one piece away from winning the championship. Even if we were, that position would be a scoring 2/3 who can create their own shot and is quick. Dirk has looked rough these past 2 years, his movement isn't what it used to be. Our defense would suffer significantly. I don't think adding him would improve our chance at a chip
