What are the factors? Is it just winning titles? Fan support?
In terms of just winning Cubs are the worst franchise because they haven't won a title in 101 years, and haven't been to the WS in 65.
But if you count fanbase, great players and prestige then they wouldn't qualify.
The Clippers I would say would be up there. The new Cleveland Browns have been pretty awful, but it's only been 11 years.
I'd probably say the Lions or Clippers. But at least the Lions had Barry Sanders. Does having a marquee player count for something.
This is a tough question. Taking everything into consideration it would have to be the Clippers. Haven't won, no real great player, no real fanbase because it's a Lakers town. No real history because they moved from San Diego. I'll vote Clippers.

The Cincinnati Bengals have to be up there. They have existed over 40 years now and have zero championships, rarely get success. I don't believe they've won a playoff game since 1990.
The Lions have been as bad in that time but they at least have a championship even if it's back from 1951?

The Lions have never won the Superbowl and have had 1 playoff win since 1957. They had great teams in the 50's led by Bobby Layne but any sports franchise that has been around 80 is going to have a few glory years. As a body of work the Lions have the worst sports Franchise in the history of sports in my opinion.
