IMO, this has nothing to do with it and in fact may be the opposite. If another team sees the #1 pick as franchise altering for them, they'll be motivated. If they perceive the Bears want to keep the pick because of Justin's inconsistent play (your words) they'll be more motivated to sweeten...
It may be the desired direction but don't count out the possibility of a ridiculous haul being offered to Poles. Football is still a team sport and being able to fix many holes over 2 years may be the better option.
I haven't been through Gary in years (now take I57 instead of I65 to get south) but wouldn't say I remember it as a premium location although I think the steel mills are mostly gone so maybe it has been revitalized.
