No I mean teams under the cap are limited to whoever they can sign with the money they have under the cap. Once they reach the cap amount they can only sign minimum salary free agents. Going under the cap means you lose all your exceptions for that year.
Simple answer: After a team goes under the cap they lose their MLE and LLE exceptions. In other words, Miami, Chicago, the Knicks and all others are limited to whoever they can sign under the cap plus just minimum level free agents.
