You might want to read that again. Teams make calls to teams at the top of the 2nd round to see if there's an opportunity to move up in the 2nd. This happens after the first round ends. The work is not done after round 1 ends.

Front offices don't go to bed after their picks are done. There are plenty of calls made after the first round ends seeing if teams can get deals in place to move up for a player that may have fallen they thought would be gone way earlier.
