NE rates with low draft capital and draft in the bottom 1/3 (probably due to drafting deep into the draft as a perennial winner) and their Draft return is top 10 just like everyone suspected. They get quite a bit out of the draft - BB results speak for themselves
The Bears on the other hand also rate Bottom 3 in Draft capital (I suspect because they squander picks in the draft for other picks) and stay there with with return value so they don't move the needle in the draft - No impact
Green Bay on the other hand has Low Draft capitol and moves into the top 5 in value - They get a lot out of their draft-

The article is sorted for the 10yr cycle for each team so it was a better measure of how inaccurate he was according to the article
But since you brought it up - Sorting on the 5yr average of "Return vs Capitol" chart Chicago is at 13 and NE is at 15 -
Then you go up the draft Capitol Chart and sort on the 5yr average you will see that Chicago is 15 with not much impact only moves up 2 spots to 13; Vice NE that starts at 28th and moves to 15th
Which still shows NE gets much more for their team out of the draft, even though they drafting with much weaker position
My read is Chicago is basically average at the draft- Which they don't hurt or help the team. Just maintain
