Yes, and, because they can spend that money up to March 2024, it should be extremely easy to do.

Cap management in the NFL is all about accounting, not spending. That’s the case for meeting the cap floor as well as staying under the cap ceiling. People expecting additional long-term free agent signings are going to be disappointed. In case you haven’t noticed, Poles has moved on to the rent-a-vet-for-a-year stage of free agency…

Btw if they don't reach the floor, isn't the penalty like paying out the difference to the players or something. Not sure they are overly concerned about it, if that money is going to the players regardless
