The guy forgot a law:

The propensity to do stupid shit is independent of a given individual's stupidity or lack thereof.

Any individual, regardless of intelligence, has the potential to enact stupidity at any given time. This potential is independent of the length of time that occurs between stupid acts. Which is to say, nobody is safe from stupidity, ever.
