From what I’ve seen, I think that penalty was a bad call on that particular play.
However, after being flagged for that penalty a few plays earlier, he shouldn’t have had his hands that high. (From what I’ve observed with being on sidelines, a Lions coach probably tipped an official to look for that penalty after seeing it happen during the game a few times earlier in the game.)
