The Eagles too went 7-9 the year before they won the Super Bowl and they did it with Nick Foles and it was over Tom Brady. It has been mentioned multiple times in this exact thread, Tampa Bay in the first half of the regular season was mediocre and didn't find their rhythm until the playoffs.
The point isn't that quarterback is irrelevant or that Tom Brady especially is irrelevant. The point is you need to build a team and its never as simple "the better quarterback always wins". This keeps getting proven over and over again in the NFL but people keep choosing to ignore.

Yes Foles won, but without Wentz playing MVP caliber level ball and leading them to the #1 overall seed they don't win a Superbowl. You need high level play from your QB to get to and win a Superbowl. Wentz was great for 13 games where the team went 11-2. Foles came in and played well in his first game against woeful Giants, then stunk against the Raiders then Cowboys. For the playoffs he was underwhelming against the Falcons, then caught fire against the Vikings and Patriots.
Saying 'Foles won a Superbowl' really doesn't tell the story. He was bad in 2, average in 1, good in 1 and excellent in 2. Without the 11-2 start that type of team has a very hard road to go.
