It's not a complete teardown and rebuild from the ground up like when Pace took over in 2015. There are some core pieces to work with and build around.

Establishing a culture and winning mindset is more important, and with all that salary cap room, the top players will want to play with good teams, and tanking would hurt that cause.

People fail to understand all these "top tier" FA's in 2023 will want multi-year top dollar contracts. That means no cap space in 2024-2025. I hope that Poles uses the cap to resign his own, look for more bargains in free agency and then build through the draft. If and when he has built a very good team and needs a cherry on top to build a Super Bowl team, he should then consider that piece.
Shopping in 2023 for top talent is silly. It will just get the Bears where they were in 2021 capwise, full of overpriced older injured players and 35 players on one year deals.
They need to build for the future through the draft.
