Just teams with a franchise QB and teams looking for franchise QBs, and the Ravens who win Superbowls without them.

In today's NFL, rebuilding really means "we don't have a starting quarterback we're confident in".

Rushing, Moreno. gone in 2013, but was replaced by Magehee in 2011 (1199 yards)
Top 3 receivers in order- Lloyd, gone in 2011. Gaffney, gone in 2011. Royal, Gone in 2012.
Top 3 in tackles, Williams, Gone after 2012, Haggan, Gone after 2011, Dawkins, gone after 2011.
The top 3 in tackles also represent 3 of the top 4 in sacks, the 4th being Hunter, gone after 2012.

I would say a complete turnover at every skill position and leaders in every category over the course of 3 years would count as a complete and total rebuild.

Almost every team in the NFL has turned over most of their roster over the last 5 years. So what?
