They can't but they can add incentives that the Bears might not like or typically put in their contracts. However, they better be committed to the offer because Pace can stick them with him.

So this is it. Fuller can't field any more offers and there is no more negotiation. It's up to the Bears what happens now.

Comes down to whether Fuller wants to be a Bear or not. I doubt if he wants the Bears to match he'd agree to something that would intentionally fuck the Bears salary cap going forward

I am thinking based on what we heard before about him wanting to stay with the Bears that he just wants the long term $ with the Bears, go the Packers to bite, and the structure to the deal won't be terrible

Even if he would want to leave, I think the Bears will still match
